Michael E. Kelly
President and Executive Director
Mr. Kelly is the President and Executive Director of the Arizona School Choice Trust. From January 1995 to January 2004, Kelly, was the Senior Policy Advisor to Phoenix Mayor Skip Rimsza in the economic development arena. Mr. Kelly staffed subcommittees, commissions and boards pertinent to economic development and public safety, in the City of Phoenix. Kelly is also a behavioral health services expert with more than 20 years experience in training, education, public relations, community organization and development.
Mr. Kelly spent 14 years in administrative positions with the Arizona Department of Health Services (ADHS). During his tenure at ADHS he revamped funding of the most comprehensive behavioral health service delivery system for children in Arizona; wrote and implemented Arizona's initial comprehensive service delivery system for seriously mentally ill adults; and coordinated development, implementation and evaluation of the first state and federal contracts /grants for women, the elderly, physically and emotionally disabled, children and people of color. Kelly is also a proud board member of the Arizona Community Foundation and chairs the Program & Distribution Committee.
He also has extensive private sector experience in Television Production & Broadcast Administration; and raised millions of dollars, collectively, for a variety of community service organizations.
Michael matriculated from the University of Pittsburgh with Bachelors of Arts Degree in Sociology and a Masters of Arts in Teaching.

Marion Holmes
Business Office and Scholarship Manager
Marion Holmes serves as the Business Office and Scholarship Manager for the Arizona School Choice Trust, Inc. ("ASCT") and Arizona School Choice Administration, Inc. She is responsible for the day-to-day operation of the business office and scholarship application review and award process.
Marion brings over 25 years of experience in office administration, management and operations to ASCT. She owned a copy and printing company for several years. Therefore, she is skilled in most software applications, graphic design techniques and printing.
Marion and her husband moved to Phoenix from Chicago, Illinois where she started her career, after college, in business management. She worked several years at a bank as closing manager and legal administrator. In 1990 she moved to San Diego, California and managed an International Law Firm for more than a decade, before returning to Phoenix.
Having a love for children, Marion uses her skills and talent volunteering for several children non-profit organizations. For many years, she also has worked on conferences, expos and other events that have benefited children and the community.
Marion is certified as a Legal Administrator, Para Legal and in many Microsoft software applications.

Erica Cotton
Assistant Business Office and Scholarship Manager
Erica Cotton graduated from Desert Vista High School at age 16. While attending High School, she was very active in track and field, the Marching Band Color Guard and danced with the D. V. Hip-Hop Dance Squad.
Erica has a strong faith base and has always been involve in several ministries within her church such as; Secretary of the Gospel Celebration Youth Choir, Youth Praise Team and Anointed Feet Dance Ministry.
Erica also donates countless volunteer hours tutoring young people, feeding the homeless, helping those in shelters.
Throughout the summer, Erica has been trained in the ASCT business office to; answer phones, review applications, determine eligibility, enter data, trouble shoot and provide office management assistance.
In High School Erica was a National Honors Scholar and at age 18, she is a sophomore at the University of Arizona, majoring in Entertainment Administration and Pre-Law.
